League Setup

Draft
The draft will be held on Friday, August 29th at Jim Serra's. There will be a rules meeting at 8:00pm, with the draft starting promptly at 8:15pm. If you wish to discuss changes/additions to the rules, you better be there by 8:00pm.
18 Rounds.
Reverse Order Drafting (1-10,10-1, etc.).
Draft order to be determined right before the actual draft, by picking from a hat.
Time limit:
Rounds 1 - 9 1.5 minutes
10 minute break
Rounds 10 - 18 1 minutes
Expect the draft to about 2 1/2 hours.
NOTE: It's up to you to find out before the draft (as well as during the season) as to what players are injured, not signed, benched, etc . . . The best sources for news are things like the USA today on Friday, the local newspaper (injury report listed Thursday, Friday and Saturday), Pro Football Weekly, the Internet, etc.
Scoring
Passing TD = 3 points
Rushing/Receiving TD = 6 points
Punt/Kickoff return TD = zero points - only counts on Defensive/Special Teams
Passing Yards = 1 point for every 20 yards
Rushing/Receiving Yards = 1 point for every 10 yards
Field Goal:
1-30 yards = 3 points
31-40 yards = 4 points
41-50 yards = 5 points
51+ = 6 points
Extra Point = 1 point
Two-Point Conversion:
Run/Catch = 2 points
Pass = 1 point
Defense/Special teams:
Interception TD = 6 points
Fumble Recovery TD = 6 points
Safety = 2 points
Blocked punt TD = 6 points
Kick-off/Punt return TD = 6 points
Shutout = 6 points
Please note that players will get points if they score out of position (i.e. if Troy Aikman catches a TD pass, he will get 6 points for the TD, and points for whatever receiving yardage he had.
Scoring is carried out to two decimal places. If a player has negative yardage, he is given zero points.

Roster
Team owners must maintain 20 players on their roster, no more, no less. If a free agent is picked up, a player must be dropped. If there is an unequal trade (i.e. 2 players for one), one team must drop a player and the other one must pick up a free agent.
Lineups
For regular weeks (all games on Sunday and Monday), lineups are due by 10 p.m. PST the night before the first game of the week. The lineups must be given to the commissioner. If you do not call, the lineup you had for the previous week will be used.
For non-regular weeks (weeks when games are played on Thursday, Friday or Saturday), owners must always notify the commissioner to select a player to play in that game, if applicable. This must be done by 10 p.m. PST of the night before the first early game. There will be no automatic rollovers from the week before. The rest of the lineup may be transmitted by Saturday. If you do not call in an early player, he will not play. EVEN IF HE WAS IN YOUR LINEUP THE WEEK BEFORE.
Fees
$100 per team (Due on draft day)

Free Agents
Free Agents can be picked up through week 14. However, you may not pick up a free agent who was dropped after week 8 (including the team that dropped him). There is no limit to the amount of free agents you can pick up each week or for the year.
If two or more teams want the same free agent, the teams bid to get him. The bidding starts at $5 in an order picked by the commissioner. The bidding must be increased in $1 increments only. As an example, you can not up the bid from $5 to $7, or increment the bid by 50 cents.
If you want a free agent, notify the commissioner between 7 p.m. and 8 p.m. PST on Thursday or, if there is a game earlier in the week, between 7 p.m. and 8 p.m. PST the night before the first game of the week. The commissioner will call you after 8 p.m. PST and let you know if you got the player you requested or must bid for him. If the commissioner can not get a hold of you by 8:30pm PST , you will not get any players you requested. Bidding will be done between the players and the player who gets the free agent must notify the commissioner of the price he paid.
You must bring $100 entry fee to the draft PLUS your free agent money. No free agent may be bid upon unless your money was paid to the commissioner prior to the selection. I suggest bringing $25 in free agent money to the draft. Once that money is depleted, you CANNOT bid on any free agents until the commissioner has received more money. If you choose not to bring free agent money to the draft, you will be ineligible to bid on free agents.
Schedule
Fantasy teams play head-to-head, with the team with the most points for the week getting the win.

Each team will play teams in their division twice (8 games), and each team in the other division once (5 games).
For week 14, the matchups will be based on your overall record (best record is 1, worst is 10). If there are teams with the same record, the tiebreaker will be the head-to-head record. If the head-to-head records are the same, the next tiebreaker will be the team with the most total points for the season.

Before the draft, you will receive a draft number, which corresponds to when you will pick. From the draft number, you will be given a team number, which corresponds to which division you will play in.

Playoffs
Fantasy Bowl:
The top team in each division reaches the playoffs (regardless of record). The next two best records reach playoffs as wildcards (regardless of division). The wildcard with the worst record plays the division winner with the best record and the other two teams play each other. If there are teams with the same record, the tiebreaker will be the head-to-head record against all the other teams that are tied. If the head-to-head records are the same, the next tiebreaker will be the team with the most total points for the season.
Consolation Game:
The two owners that lose in the first round of the playoffs will play each other, with the winner getting more money.
Toilet Bowl:
The fifth to eight place finishers based on overall records participate in the Toilet Bowl. The best record plays the worst record, with the other two teams playing each other. If there are teams with the same record, the tiebreaker will be the head-to-head record against all the other teams that are tied. If the head-to-head records are the same, the next tiebreaker will be the team with the most total points for the season.
Reports
There are a number of reports that will be mailed to you each week. There will be some different reports every week. In order to have reports mailed to you, I will need 16 self-addressed, stamped envelops. Please bring these to the draft. You also have the option of having the reports faxed or emailed to you. Just give me your fax number or e-mail address. You should get your reports on Wednesday or Thursday. Let me know if you don’t. It is up to each owner to let me know of any errors or omissions on the reports, and to notify me immediately. I calculate the scores for all the owners before the Monday night game, so call me if you would like to know your points and the Monday night players who could decide your game.
Trades
Trades are $5 each owner per trade, no matter how many players are traded.
The Trade deadline is the Sunday of week 9 (October 27, 1996).
Following week 9 (October 27, 1996), your roster may only be altered to sign free agents. However, owners may NOT sign free agents dropped from other rosters following week 9 (including the team that dropped him).
Note that the commissioner has final approval on all trades. This is done to make sure we have nobody cheating by conspiring with another owner.

Commissioner Fees:
I get paid nothing for all the work I do. I do it out of the kindness of my heart. All I ask is that the Fantasy Bowl winner give me a 12-pack of beer when he comes knocking at my door to collect his winnings.
Trophy
The Fantasy bowl winner will receive a beautiful, large, and expensive trophy to stare at until the next fantasy bowl winner comes along. The trophy contains all the previous winners' names, and each winner must get a plate on the trophy engraved with his name and year. When a new fantasy bowl winner is crowned, the previous winner (provided it is not the same winner), must hand over the trophy as soon as possible in a ceremony that would make even the toughest man cry.
NFL Playoffs Fantasy Tournament
For those of you wishing to participate, there will be a fantasy tournament during the NFL Playoffs. Every owner will pick a lineup each week. You can pick any player, which means each owner can have the same NFL players in their lineup. Each week you must pick a lineup using the remaining players in the NFL playoffs. Your fantasy points for each playoff week are calculated, and the owner with the highest point total for all playoff weeks combined will be the winner. There is no head-to-head competition. Each owner must pay $20 to join, with the winner taking it all.
